Three levels of data
PUP is the municipal spatial and urban plan. GUR and DUP provide more detailed planning and land use. UTU are urban planning conditions from available registers. A plan boundary shows its extent; it does not by itself determine a parcel's land use.
Land use and parcel share
When cadastral parcel geometry is available, the share shows how much of its area falls within each land use. A click without parcel geometry checks only the point. Existing land use, protection zones and corridors are shown separately from planned land use. An indicative label means the class was not reliably determined. Shares are approximate where polygons overlap.
Plan status and dates
A draft is not an adopted plan. Warnings about a newer plan, an unconfirmed source or a building restriction stay beside the parcel. The plan date identifies the plan version; the data date identifies the source version shown. Each plan's Data and source section contains dates, decisions, geometry notes and accuracy information. These vary by plan.
Urban parcels and UTU
An urban parcel in a detailed plan may cover only part of a cadastral parcel. Area, indices, gross floor area and floor limits are maximum values from the plan, not issued UTU or a building permit. For UTU records, open the attached document or register. Request a UTU copy from the municipality with its request number. A missing record means it is absent from the available data, not that no UTU was issued.
Layers on the map
The eye in the parcel block shows a layer on the map for a moment: switching it here is not saved and disappears when the page is reloaded. To keep a layer on and to set its opacity, use the layer list (group Planning documents): the choice is remembered there. Only one plan layer can be on at a time; UTU is an extra layer on top.
Sources and limitations
The overview uses open sources, primarily lamp.gov.me, together with publicly available planning drawings, documents and registers. Coverage and accuracy vary by municipality and source. Plan boundaries may differ from the cadastre. Where draft geometry is used with a later adopted plan, the specific source notes explain this. The overview and printable extract are informative; the adopted plan and competent authority's documents govern.
Most data was reconstructed from PDF documents: boundaries, land uses and parameters were extracted from drawings and tables, and the drawings were aligned to the map. This is not the authority’s original digital GIS database. Processing may introduce reading and positioning errors, and the documents and displayed data may be outdated. Before making a decision, check the original document and current information with the competent authority.
